Penny Napier
Risk Management Director
Penny graduated in 2013 Magna Cum Laude with a Bachelor of Science in Health Care Administration from Columbia Southern University. She began her career in behavioral health in 2002 with a community mental health as the Quality Improvement Coordinator, became the Director of Quality Management in 2012, and maintained that position until joining the Refuge in 2021 as the Director of Risk Management.
